That's not really a vortex in the full sense, more just swirling tongues of flame.
Apparently, vapors of a flammable liquid are burning.
Due to the movement of heated and cold air there is a continuous suction of air by analogy with bellows, centripetal streams are formed which twist the flame into a spiral.
