» Youth athletes from Russian and Belarus should no longer be restricted in their access to international youth competitions, in both individual and team sports, also with flags, anthems, uniforms and other elements, provided that national sports organisation concerned is in good standing.
» Also for now it's permitted to hold international sporting events in Belarus (but not in Russia).

For world of gymnastics, this does not mean anything at the moment. IOC's recommendations are just recommendations - but federations themselves make final decision. For example, IOC does not recommend participation of teams and groups, but FIG recently approved them. So now we just have to wait for FIG to take action. However, I think it's very likely that competitions will return to Belarus, as not many countries are willing to host rhythmic gymnastics competitions.
