GitHub （终于！）推出了支持细粒度权限控制的 Personal Access Token (PAT)。
新的 PAT 支持配置 token 可以应用到的 repo 和权限范围。除此之外，组织还可以阻止用户透过旧版粗粒度 PAT 对组织的操作。
