Changes:
⨠ Teams and groups allowed ("National teams" paragraph was just deleted)
⨠ Neutrality criteria "No link with military or with other national security agency" change to "No voluntary affiliation with military or with any other national security agency"
Gymnasts/athletes and support personnel who have agreed to be, or have become, directly employed by or contractually engaged with the Russian or Belarusian military, including any affiliated entities, or with national security agencies since the beginning of the conflict (24 February 2022) shall not be eligible to participate in FIG sanctioned events.
Gymnasts/athletes and support personnel who are directly employed by, or contractually engaged with, the Russian and Belarusian military or national security agencies shall be deemed to be actively supporting the military conflict.
In other words, membership in club that is associated with military is now allowable.

⨠ Neutrality criteria "No support for military conflict in Ukraine" change to "No active support for the military conflict in Ukraine"
Added:
Gymnasts/athletes and support personnel must refrain from any activity or communication, whether verbal, non-verbal or written, that constitutes active support for the military conflict in Ukraine, whether occurring in any official venue or in the media (including – but not limited to – public statements, interviews, social media platforms, etc.) at any time since the beginning of the military conflict, subject to the foregoing with respect to the St. George ribbon.
Active support includes any conduct (whether intentional or not) through actions, statements, participation, or expression that promotes, endorses, or legitimizes the military conflict in Ukraine. This includes, but is not limited to, public appearances, media engagements, and active behaviours on social media platforms (e.g., posts, shares, likes, reposts or comments) that convey direct or indirect support for the conflict.
Voluntary participation in pro-military conflict demonstrations or events, and/or the wearing of any symbol in support of the military conflict in Ukraine (e.g., the "Z" or “V” symbols, the St. George ribbon) shall be considered acts of active support for the conflict. The use or display of the St. George ribbon, in any format or size, is incompatible with the AIN status as of the date of these Rules.
Gymnasts/athletes and support personnel must not make any public statements or comments or take any action or behave in any way that may prejudice the interests of the competition, its integrity or the participant's neutrality required as a condition for participation.
In fact, FIG here have clarified what is included in term support. Among important things - ban on St. George ribbon was clarified (Russia had conflict with FIG over this, as ribbon itself is a symbol of WW2 and is used literally everywhere).
It was also clarified that it does not matter whether support was intentional or not.
⨠ In application paragraph added:
At any stage of the application assessment process, the FIG is allowed to request additional information or clarification from the gymnast/athlete or support personnel regarding any element of their application.
The FIG Ad-hoc committee may issue non-binding interpretative guidelines to support the consistent interpretation and application of these Rules.
